 Job Description        

This position will be responsible for providing support and assistance with various pre-award Contracts & Grants operations. The focus will be on pre-award grants administration in accordance with 2 CFR 200 “Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards,” and possibly the administration of industry-sponsored studies. Duties will include the following: Notifies Principal Investigator (PI) of grant application submission deadlines, and may provide training to scientific support staff in the preparation of grant applications. Will provide guidance to PIs and their staff in complying with all administrative responsibilities. Coordinates pre-submission documentation with PIs to ensure timely submission to VA Research Administration. Reviews and keeps up-to-date on application guidelines for major awarding agencies such as NIH, DoD, AHRQ, etc. Prepares preliminary budgets for applications, and reviews final budgets for applications. Reviews and may recommend budget justification language to provide clarification for budgets. Ensures timely completion and submission of entire grant applications in assigned portfolio. Completes all administrative sections, coordinates completion of scientific components with the PI, and assembles the grant application for submission. Reviews grant applications for budgetary appropriateness, completeness, and conformity with VMRF and agency policies; resolves any discrepancies and assures that VMRF internal compliance is met before proposal submission. Assists PIs in complying with all administrative responsibilities throughout the process. Identifies and disseminates funding opportunities. Notifies PI of progress report submission deadlines. Reviews PI progress reports for formatting, content, spelling and grammar and coordinates with PIs to correct any errors. Prepares and executes all necessary documentation for consortium agreements. Performs sub recipient monitoring tasks. Coordinates final, progress, and invention reports to external agencies for grant closeout. Assists with developing departmental and institute procedures. Maintains and updates electronic and hard copy pending and awarded files. Interacts with researchers, their staff and agency personnel, answering questions related to grant submissions, just in time requests, no cost extensions, agency requests, and awards. May cross-train and assist with new staff orientation and serve as resource for new department staff. May perform additional duties as required.



Bachelor's degree (BA/BS) in a related field from four-year college or university and at least 1 year of related experience. Advanced PC skills and experience required. (i.e. Microsoft applications, Financial Edge, database applications, web research, etc.) Excellent typing and editing skills. Strong business communication skills with the ability to structure, tone, and write using correct spelling and grammar. Strong skills in proofreading material for accuracy. Familiarity with technical writing for research administration as it relates to formats, layouts, and presentation. Must be able to read and understand the importance of research related compliance regulations from accreditation bodies, VHA handbooks, and local policies. Familiarity and willingness to learn in an office of research administration. Experience using sponsor electronic research systems (NIH eRA Commons, NSF Fastlane,, NASA NSPIRES, NOAA Grants Online, etc.) is preferred.
