 Job Description        

SUMMARY Under general direction of the Executive Director, is personally responsible for all aspects of Human Resources for the Public Authority. ESSENTIAL DUTIES AND RESPONSIBILITIES The following statements are intended to describe the general nature and level of work being performed by an individual assigned to this job. Other duties may be assigned. • Human Resources Generalist • Acts as primary contact for organization Policies and Procedures; regularly reviews and makes recommendations for changes; writes and/or rewrites policies and procedures as needed • Assists in evaluating benefit proposals and makes recommendations regarding benefit vendors and benefit levels • Performs benefits administration to include claims resolution, change reporting, and communicating benefit information to employees; plans and implements annual employee benefit open enrollment program • Member of Pension Plan and 457b Administrative Committee



EDUCATION and/or EXPERIENCE Bachelor’s degree and four (4) years Human Resources experience. Two (2) years of supervisory experience is required, regardless of educational background. KNOWLEDGE, SKILLS AND ABILITIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Thorough knowledge of principles, practices, and methods of personnel administration and personnel management • Excellent verbal and written communication skills • Knowledge of investigative and interview techniques as well as selection and assessment techniques • Knowledge of employee training principles and techniques


 Additional Information        

• Participates in dispute resolution and progressive discipline matters, investigates a variety of complaints, and advises management on appropriate course of action; meets with employees and managers in attempts to resolve conflicts; and prepares letters of disciplinary action • Audits and approves various HR related vendor invoices, claims and payments • Instructs staff in interpretation/implementation of human resources and organization policies, procedures, and regulations • Assists hiring managers and Supervisors with recruiting, interviewing, hiring, training and evaluating staff • Compiles time sheet information and processes payroll using a third party vendor including bonuses, mileage reimbursements, deductions, etc
