|
DUTIES INCLUDE: Collaborates with the Finance & Programs teams and the grant writer to develop budgets and budget justifications, ensuring accuracy & consistency between budgets. Determines eligibility of charges and how allowable charges are allocated. Performs reconciliation of project budgets by preparing & analyzing budget reports, developing budget projections, and communicating trends or findings to relevant staff. Monitors financial transactions on Federal, County, and other contracts. Ensures that grant-funded projects efficiently expend approved contract budgets, maximizing the opportunities to recover administrative and overhead costs. Collaborates with Development Team to ensure administrative management of restricted donations and grants are consistent with the donor stipulations and requirements. Ensures understanding of the current fiscal performance of the organization in relation to contracts & grants, and identifies areas of concern that need resolution. Advises staff on budget adjustments and revisions necessary to meet the sponsor requirements. Prepares & submits accurate invoices & reports at the specified intervals as required by active contracts or grants, ensuring they are completed in a timely manner. Manages budget, reporting and compliance timelines through the lifecycle of the grant or contract, communicating action items to appropriate department staff. Assists the grant writer in the preparation & submission of grant budgets & contract proposals, ensuring budgets are completed in a timely manner according to project deadlines. Manages the subcontract process on projects with collaborating organizations, as applicable. Serves as the point person for staff on grants and contracts issues as well as questions related to contract compliance. Provides relevant staff support for finance meetings, audits as required by OMB Circular A-133, and Board of Directors meetings.

| Qualifications |

|
Bachelors degree in Business, Finance or related field. Three or more years of experience with public and private grant management, contract management & compliance, and fund accounting. Experience working with Federal and San Diego County grants is preferred. Knowledge of social or human services and organizations in San Diego is beneficial. Demonstrated strong analytical, problem solving and organizational skills. Excellent verbal and written communication skills. Demonstrated excellent writing, editing and proofreading skills. Demonstrated proficiency in Microsoft Office (Excel, Word); QuickBooks software experience is desirable. Ability to build and maintain positive and supportive working relationships with other employees.

The Contracts & Grants Compliance Manager is responsible for coordinating and/or performing activities related to the application for, awarding of, and reporting/compliance for various grants and contracts by 2-1-1 San Diego. This position will coordinate with the Programs team, Admin & Finance team, and others across the organization to ensure that contract & grant requirements & deliverables are clearly understood, appropriate, and are successfully completed on an ongoing basis.
